전북 완주는 임경수 작가가 활동했던 곳이자, 전국에서 로컬푸드 운동이 가장 활발히 일어나는 곳입니다. 또한 완주군은 사회정책적인 농촌정책을 활발하게 도입한 지역으로, 퍼머컬처의 철학을 실천하기에 적합한 환경을 갖추고 있습니다.

2024년 통계청 발표에 따르면, 2023년 한 해 동안 완주군으로 전입한 귀농·귀촌 가구는 5,675가구 8,314명으로 집계되었습니다. 이로써 완주군은 9년 연속 전북지역 귀농·귀촌 인구 유입 1위를 차지했다고 해요. 지리적 여건과 주택단지 조성을 통한 정주 여건 개선, 로컬푸드로 대표되는 농업농촌 도시라는 강점이 작용했다고 분석됩니다.

완주의 귀농 지원 시스템

완주군은 귀농을 희망하는 사람들을 위한 다양한 지원 프로그램을 운영하고 있습니다:

체류형 농업창업지원센터

체류형 농업창업지원센터는 10세대가 1년 동안 가족과 함께 거주하며 기초영농교육, 영농실습, 농장과 1:1 맞춤형 컨설팅 및 실습지원 등 귀농교육 200시간을 이수할 수 있는 교육시설입니다. 2025년 3월에는 제9기 체류형 농업창업지원센터 입교식이 진행되었으며, 10세대 19명이 귀농의 첫걸음을 내딛었습니다.

특히 올해는 완주군 미래행복 실습농장 운영을 통해 예비 귀농인들에게 귀농에 필요한 기초지식 및 농업기술을 제공하고 생산에서 가공, 판매까지 전반적인 과정을 습득할 수 있도록 지원한다고 합니다.

완주군은 이 외에도 다양한 귀농·귀촌 지원 프로그램을 운영하고 있습니다:

<농, 살림을 디자인하다>에서 가장 감명 깊었던 부분은 자본주의 시장경제방식의 한계를 지적하고 사회적경제를 통한 대안을 제시한 점입니다. "자본주의 시장방식에서 벗어나지 않는다면, 생활의 여유는 도시와 달라지지 않는다. 돈을 벌어 내가 필요한 것을 시장에서 구했던 삶을 지속하는 한 정신적 여유를 만들 수 없다"라는 구절은 큰 울림을 줍니다.

도시에서의 삶이 '돈벌이 경제'였다면, 완주에서의 삶은 '살림살이 경제'로의 전환을 의미합니다. 살림살이 경제는 다음과 같은 원칙을 따릅니다:

2. 인간 관계의 질 높이기
3. 좋은 생산물에 정의로운 가격을 지불하기
4. 공동체 내 상호 의존

완주군에는 다양한 마을공동체 활동이 이루어지고 있습니다. 사회적협동조합완주사회적경제네트워크DB에 등록된 완주군 공동체는 약 350여 개에 이릅니다. 마을기업, 사회적 기업, 예비사회적기업, 협동조합, 사회적협동조합, 자활기업, 마을공동체, 지역창업공동체 등 다양한 카테고리로 활동하고 있습니다.

특히 주목할 만한 것은 완주사회적경제네트워크의 '두레농장' 운영입니다. 두레농장은 고령화로 인해 농사짓기가 버겁거나 운영이 힘들어 방치되어 있는 농지를 사회적 약자인 취약계층들이 사용할 수 있도록 하고, 소유주는 강사로 나서는 방식으로 운영됩니다. 독거노인, 결혼이주여성, 보육원, 장애인, 주간보호센터 등 다양한 계층들과 연결해 주는 방식으로 진행되며, 농업활동과 더불어 사람들의 재활과 치유를 위한 프로그램도 지원하고 있습니다.

완주마을공동체 사회적협동조합은 공동체성 회복 및 마을공동체의 지속가능한 발전을 위해 법적인 결속력을 가지고 일자리창출 등 사회적 가치를 추구하는 취지로 결성되었습니다. 이들은 농촌관광사업, 도농교류직거래장터사업, 농촌교육·문화·복지 지원사업 등 공익적 목적을 가진 사업을 펼치고 있습니다.

예술과 농업의 만남: 예술농부 프로젝트

완주문화재단은 '예술농부' 프로젝트를 통해 농부의 삶을 예술로 표현하는 시도를 하고 있습니다. 2020년에는 '완주생강전통농업시스템' 국가농업유산 제13호 지정에 따라 '생강농부'의 삶을 주제로 예술인간 협업 프로젝트를 추진했습니다.

이 프로젝트는 "농부의 필요성과 가치를 억지로 강요하는 것이 아니라 예술가들이 문화적으로 해석해 영상과 그림, 글로 자연스럽게 공유"하는 방식으로, 농업의 가치를 새롭게 조명합니다.

퍼머컬처, 관계의 디자인

Today, I'd like to talk about a book that offers a new direction in life for those tired of urban living - Lim Kyung-soo's "Agriculture, Designing Life" (농, 살림을 디자인하다) - and about farming life in Wanju. This book is not just a simple guide to returning to farming but a philosophical guidebook for redesigning our lives, agriculture, and communities.

Permaculture, a Sustainable Way of Life

Permaculture is a compound word of 'permanent' and 'agriculture,' meaning a way of living in harmony with natural ecosystems. Through this book, author Lim Kyung-soo introduces Korean-style permaculture and suggests a sustainable way of life.

The book consists of three parts:

• Part 1 'Agricultural Living': A new perspective on agriculture focusing on social relationships
• Part 2 'Farm Living': Methods for designing sustainable ecological farms according to permaculture principles

Wanju, a Laboratory for Permaculture

Wanju in North Jeolla Province is where author Lim Kyung-soo was active and is one of the most vibrant places for the local food movement in Korea. Wanju County has actively introduced socio-political rural policies, making it an environment suitable for practicing permaculture philosophy.

According to Statistics Korea's 2024 announcement, 5,675 households with 8,314 people moved to Wanju County for farming or rural living in 2023. This makes Wanju County the top destination for returning farmers and rural migrants in North Jeolla Province for nine consecutive years. This is attributed to geographical conditions, improved settlement conditions through housing complex development, and the strength of being an agricultural and rural city represented by local food.

Wanju's Support System for Returning Farmers

Wanju County operates various support programs for those wishing to return to farming:

Residential Agricultural Entrepreneurship Support Center

The Residential Agricultural Entrepreneurship Support Center is an educational facility where 10 households can live with their families for one year and complete 200 hours of farming education, including basic farming education, farming practice, and one-on-one customized consulting and practice support. In March 2025, the 9th Residential Agricultural Entrepreneurship Support Center entrance ceremony was held, with 10 households and 19 people taking their first steps toward farming.

This year, through the operation of Wanju County's Future Happiness Practice Farm, they will provide prospective farmers with basic knowledge and agricultural technology needed for farming and support them to learn the entire process from production to processing and sales.

Various Farming Support Programs

Wanju County also operates various other support programs for returning farmers:

• Returning farmer internship support project
• Living in Wanju experience
• House for returning farmers
• Guest house for returning farmers
• Happy housing for returning farmers
• Support for house purchase, construction, and repair costs
• Support for farmland purchase, lease costs, training costs, moving expenses, and farming settlement incentives

Transition from Profit-Seeking to Household Economics

The most impressive part of "Agriculture, Designing Life" is its critique of the limitations of capitalist market economics and its proposal of alternatives through social economics. The phrase "If we do not escape the capitalist market method, the comfort of life will not be different from the city. As long as we continue the life of earning money and buying what we need from the market, we cannot create mental comfort" resonates deeply.

If life in the city was a 'money-making economy,' life in Wanju means a transition to a 'household economy.' The household economy follows these principles:

1. Reducing anonymity between producers and consumers
2. Improving the quality of human relationships
3. Paying fair prices for good products
4. Mutual dependence within the community
5. Concern for healthy food and ecology
6. Building a local supply system
7. Supplying seasonal food

These principles are in line with permaculture's value of 'People Care.'

Community Activities in Wanju

Various community activities are taking place in Wanju County. About 350 communities in Wanju County are registered with the Wanju Social Economy Network DB. They are active in various categories such as village enterprises, social enterprises, preliminary social enterprises, cooperatives, social cooperatives, self-support enterprises, village communities, and local entrepreneurial communities.

Particularly noteworthy is the 'Dure Farm' operation by the Wanju Social Economy Network. Dure Farm allows socially vulnerable groups to use farmland that has been abandoned due to aging or difficulties in operation, with the owners serving as instructors. It connects with various groups such as elderly people living alone, marriage immigrants, orphanages, people with disabilities, and day care centers, and supports programs for rehabilitation and healing along with agricultural activities.

The Wanju Village Community Social Cooperative was formed to pursue social values such as job creation with legal cohesion for community recovery and sustainable development of village communities. They are carrying out projects with public interest purposes such as rural tourism, urban-rural exchange direct market projects, and rural education, culture, and welfare support projects.

The Meeting of Art and Agriculture: The Art Farmer Project

The Wanju Cultural Foundation is attempting to express farmers' lives through art with the 'Art Farmer' project. In 2020, it promoted an artist collaboration project on the theme of 'ginger farmers' lives' following the designation of the 'Wanju Ginger Traditional Agricultural System' as National Agricultural Heritage No. 13.

This project illuminates the value of agriculture in a new way by "naturally sharing through video, pictures, and writing as artists interpret culturally, rather than forcibly imposing the necessity and value of farmers."

Permaculture, Design of Relationships

The first keyword of permaculture is 'relationship.' As the saying goes, "Making appropriate relationships between houses and fields makes ecological house building and sustainable farming easier and more economical," permaculture is about designing relationships between individual elements.
